Gan Kong Seng is the Executive Chairman of PK Rescources, the parent company of Nilai College, Kuala Lumpur, with whom Oxford Brookes signed a franchise agreement in 1998. The agreement gave Malaysian students the opportunity to study for an Oxford Brookes degree wholly in Malaysia.
