In 1986 Paul Chan co-founded the HELP (Higher Education Learning Programme) Institute, an initiative designed to expand the availability of affordable, quality higher education across Malaysia. Working in the role of Executive Director Paul was instrumental in developing HELP’s many links with overseas institutions, including Oxford Brookes, and contributed greatly to the Institute’s success.
