Richard Hallam is an adviser on music education to the DfES and was Director of Music for Oxfordshire's County Music Service, a role in which he was responsible for more than doubling the number of students receiving music tuition in the region. Key amongst his recent activities has been his work in bringing together music education, musicians and the music industry to develop the music manifesto, a project whose central aim is to give all young people the opportunity to play and experience music. He is now contracted to the Government's Department for Children, School and Families until March 20011 as National Music Participation Director. HonFBC - Birmingham Conservatoire made him an honorary fellow.
