His Honour Judge Stephen Tumin

Judge Tumin, Her Majesty's Chief Inspector of Prisons from 1987 to 1995, received the 1995 Perrie Award for excellence in prison practice. In addition to his inspectorate duties in England and Wales, he regularly inspected on request prisons in Northern Ireland, the British West Indies, and other countries, and conducted enquiries into prison troubles.
Called to the Bar in 1955, he had been a circuit and county court judge before becoming a bencher in the Middle Temple. He is much in demand as a public lecturer and has a keen interest in the world of art and literature, which has led to his chairing a number of prestigious bodies including the Royal Literary Fund.
Stephen died in 2003.
