Baroness Vivien Stern

During the 1990s Vivien Stern was Secretary General of Penal Reform International, a non-government organisation promoting penal reform throughout the world. An acknowledged expert and commentator on alternatives to prison, Vivien has visited many countries to advise on penal reform, presented papers at numerous international conferences, and written and edited several books on the subject.
