The Children Act 2004: what is it trying to achieve?

The passage of the Children Act 1989 heralded a new era of working together to support families and improve the lives of children. It can be argued that the new Children Act is trying to achieve similar objectives, so why do we need both? NCB has been involved in studying the implementation of the Children Act 1989, and in the development of Every Child Matters and the Children Act 2004. Lisa Payne will review the impetus behind these proposals and the solutions devised by government, go through the levers that appear in the new legislation and in other policy areas, suggest what might help or inhibit the successful implementation of the new 'partnership' arrangements, and with your assistance discuss how they might impact on children's practitioners.
