The Terms of Reference (ToR) is part of Stage 2: Definition of the project lifecycle and working towards approval at Gateway 2: Investment justification
The Project Manager is responsible for the preparation and production of the Terms of Reference in conjunction with Project Assurance and the appointed Project, Programme or Executive Board.
The Terms of Reference follows good practice in project management and is the document that sets out the project roles, responsibilities and membership names of the Sponsoring Group and Programme/Project Board. It is usually prepared in conjunction with the Business Case, but can be completed at the Project Brief stage for large complex projects that require early decision making on governance resources, etc. This is a key reference document to support the governance arrangements of the project.
