Dr Thomas Guiney is a Senior Lecturer in Criminology at Oxford Brookes University.

He specialises in penal policy-making, the politics of law and order and the history of criminal justice in England and Wales, with particular reference to parole and other ‘early release’ mechanisms.

Tom holds a PhD in Social Policy from the LSE (2016), and completed an MSc in Criminology and Criminal Justice at the University of Oxford with Distinction (2009). Prior to academia, Tom spent a number of years working in public policy with the Prison Reform Trust and the National Lottery Community Fund.

His first monograph Getting Out: Early Release in England and Wales, 1960–1995 was published by Oxford University Press (Clarendon Studies in Criminology) in August 2018. Tom has published in a number of leading journals including Criminology & Criminal Justice, the Howard Journal of Crime and Justice and the Prison Service Journal

He has given oral evidence to several Parliamentary Select Committees, he has contributed guest articles to the Huffington Post, Daily Telegraph and he has appeared on the BBC and ITV on questions relating to penal policy.

Tom welcomes enquiries from prospective PhD candidates with an interest in penal policy making, the parole system, the sociology of punishment and historical criminology.
