Car Parking Enforcement Policy

New parking permit system

From 2017, a new parking policy will be in place across all of Oxford Brookes University's sites, including campuses and halls of residences. 

The following four-stage enforcement policies will be followed in the event of any person not parking in compliance with the car parking terms and conditions.

For those parking without a permit

Step 1

Those without a parking permit would receive a note on their vehicle explaining the process for applying for a permit, and if the vehicle is not moved with 24 hours or if another incident of parking without a permit occurs within 6 months of the first offence, then a step 2 warning note will be issued.

Step 2

A second offence would result in a warning note stating that if the vehicle is not moved within 24 hours or if this vehicle parks without a permit again (within 6 months of the first offence) then a fine will be issued.

Step 3

A third offence (and any subsequent offence) would result in a fine of £80 (reduced to £40 if paid within a set period). If the vehicle is still not moved, the fine is not paid or the same individual commits another offence within a 6 month period then the process will be escalated to step 4.

Step 4

A step 4 offence would result in the vehicle owner being referred to the University disciplinary process (either staff or student).

For those parking with a permit but without paying the daily fee

Step 1

Those parking without paying the daily fine would receive a note on their vehicle explaining the process for daily payment, and if the vehicle is not moved with 24 hours or if another incident of parking without daily payment occurs within 6 months of the first offence, then a step 2 warning note will be issues.

Step 2

a second offence would result in a warning note stating that if the vehicle is not moved within 24 hours or if this vehicle parks without paying again (within 6 months of the first offence) then a fine will be issued.

Step 3

A third offence (and any subsequent offence) would result in a fine of £80 (reduced to £40 if paid within a set period). If the vehicle is still not moved, the fine is not paid or the same individual commits another offence within a 6 month period then the process will be escalated to step 4.

Step 4

A step 4 offence would result in the vehicle owner being referred to the University disciplinary process (either staff or student). If the car owner has a permit (e.g. is not paying the daily charge) then the permit would be revoked.

Parking in a disabled bay without a blue badge or medical permit will be given an instant fine of £80 (reduced to £40 if paid within a set period).

What happens if I receive a parking fine but don’t pay it?

If the fine is not paid within the stipulated timeframe the enforcement company has the right to the payment through the small claims court, following the process as set out by the Department for Transport.

Any staff or student involved in abuse of car park staff will be referred to the University’s disciplinary process; this may result in a parking permit being revoked immediately for a set period of time and other consequences defined by the disciplinary process.
