Parking Terms and Conditions

Please read these Terms and Conditions carefully. They relate to your permission to use car parks owned by the University (defined below). If you choose to apply for a parking Permit (if applicable) and/or park at the University, you are agreeing to abide by the terms and conditions set out in this document.

Any breach of these Terms and Conditions will result in the registered keeper of the vehicle being issued with a Parking Charge Notice (also known as a PCN) by CP Plus Ltd, trading as Group Nexus (defined below), the contractor that the University has retained to enforce its Parking Policy.

Continued breaches of these Terms and Conditions may result in the User (defined below) having disciplinary action taken against them by the University.

1.0 Summary

1.1. The University has agreed a Parking Policy with various stakeholders and the purpose of these Terms and Conditions is to implement the Parking Policy.

1.2. In order to park on any Site during Peak Hours, Users must:

■ be a member of Staff (all sites) or a Student at the University (designated sites ONLY); and

○ hold a valid Permit for the relevant Site; and

○ have paid the applicable Charge;

or

■ be a visitor with a pre-booked visitor parking space.

or

■ be a contractor with a vehicle on the Exemption list.

1.3. Defined terms have the meaning set out in section 12 Definitions.

1.4. GroupNexus have been contracted to operate the University’s car parks. To apply for a Permit you must apply through the NexusPlatform.

1.5. Possession of a Permit does not guarantee a parking space. All the University’s parking Bays are offered on a first come first served basis, with the exception of pre-booked visitor car parking which is allocated.

1.6. Any Staff or Student can park a motorcycle on Site; they must hold a valid Permit.

1.7. During Off-Peak Hours a number of the Sites are available for the public to park in, subject to payment of the applicable Charge.

1.8. In the interests of safety and to allow free movement of vehicles within the car parks and access to buildings, vehicles must be parked only in authorised areas and within a Bay and the regulations set out in these Terms and Conditions must be abided by at all times.

1.9. Any Users involved in abuse of car park staff will be referred to the University’s disciplinary process: this may result in the User’s Permit being revoked immediately for a set period of time and/or other consequences defined by the relevant University disciplinary process.

2.0 Liability

2.1. The University allows Users to access and use the University’s parking facilities in accordance with these Terms and Conditions. Failure to comply with these Terms and Conditions may result in the registered keeper of the vehicle receiving a Parking Charge Notice and, for repeat offences, a complaint may be made by the University’s Estates and Campus Services directorate to the Student Investigation and Resolution Team in the case of Students and to the relevant People Directorate Business Partner in the case of Staff.

2.2. By applying for a Permit and/or parking at a Site, users are agreeing to be bound by these Terms and Conditions and to be subject to disciplinary action in the event of any breach of them.

2.3. All vehicles are parked at the User’s own risk.

2.4. Please note that save in the event of death or personal injury caused by the University’s negligence, the University accepts no liability for any loss or damage suffered by Users or their vehicles whilst on the University’s premises.

3.0 Right to cancel

3.1. Users who apply for a Permit have 14 days in which to cancel their application should they change their mind. The 14 day cancellation period starts on the date the applicant has received notification that their Permit application has been successful. Please note that Users will lose their right to cancel if they have used their Permit to park at a Site within the 14 day cancellation period.

3.2. There is no statutory right to cancel for the payment of the applicable Charge.

4.0 Parking for staff

Permits

4.1. All staff wishing to park at any site require a valid Permit. This includes affiliate staff and those contracted to work at the University (e.g. cleaning staff and security staff).

4.2. Headington sites: (including Headington Hill, Marston Road, Warneford and Clive Booth Student Village) there are two Categories of Permit, as follows:

■ Category A – are those automatically awarded a permit, which includes blue badge holders, those with a demonstrable medical condition, Hall Wardens and those working unsociable hours (as defined by the University).

■ Category B– are those applicants who are not eligible for a Category A Permit, but who have achieved the Threshold Score set by the University for a Permit. An individual’s Score is based on the following factors:

○ Frequency of face-to-face interaction with Students, based on role.

○ Frequency of home working, based on role.

○ Caring Responsibilities.

○ Journey time to Site by public transport (based on Google Maps at typical peak journey time).

○ Proximity of usual route to Site to a Park & Ride.

To ensure fairness, the exact points awarded and the Threshold Score are not disclosed to applicants.

4.3. Swindon: Staff are eligible to apply for a Permit if they live outside the Exclusion Zone, which for Swindon is more than a 45-minute commute via public transport from the Swindon campus (SN5 7XQ). Please refer to the public transport map and bus operator websites (journeys times are based on timetabled schedule at peak travel times) set out in Appendix 2 of the Parking Policy

4.4. Paul Kent Hall or Crescent Halls of Residence: those who live outside the 5km exclusion zone at Paul Kent Hall or Crescent halls of residence will be eligible to apply for a Permit provided this is their main campus or work/ office location.

4.5. Electric vehicles are subject to the same rules as for other vehicles but are eligible to recharge at the University’s charge points (subject to availability and paying the applicable charging tariff). The EV bays are reserved for EVs actively charging before 9.30am, Monday to Friday. EV bays not occupied by 9.30am can be used by any vehicle with a valid parking permit.

4.6. Staff can change the VRN their permit relates to at any time; to avoid being issued with a PCN, you must update your VRN in both the NexusPlatform and Trust App before entering a University car park.

4.7. Permit holders (with exception of Halls Wardens) can add two vehicle registrations to their account, both on the NexusPlatform and in the Trust App. You do not need to notify NexusPlatform or the Trust App which vehicle you intend to drive to campus on a particular day. Both vehicles must be associated with the named permit holder. You must not add another staff member or student’s vehicle to your permit as a second vehicle. You may only park one vehicle at any one time.

Other type of Permit (excluding motorcycle, Blue Badge and Medical)

4.8. Vehicles owned by the University, or that have been hired by a faculty or directorate, and the University car club vehicles can be added to the University vehicle asset exemption list; they are exempt from any charges.

4.9. Hall Wardens may apply for a Permit to park at the hall of residence where they reside only and will be exempt from the Charge for that Site only. Hall Wardens may only hold one type of Permit at any one time – any existing Permit, for example a staff Permit will be cancelled upon application for a Hall Wardens Permit. Where a Hall Warden’s employment requires them to travel to other sites, they may ask for an extension to their Hall Warden Permit – please contact Transport Services. Hall Warden Permit holders can add one vehicle registration to their account, both on the NexusPlatform and in the Trust App. This is due to the restrictive parking capacity on campus.

4.10. Contractor parking must be arranged in advance through the member of staff, faculty or directorate contracting the work and all vehicles must be added to the exemption list before they park on campus.

Motorcycle Permits

4.11. All Staff can apply for a Permit for a motorcycle as the Exclusion Zone does not apply. The University asks you to park your motorcycle considerately in the designated motorcycle areas.

4.12. Please note that motorcycles may receive a Parking Charge Notice if they are not parked within designated motorcycle area (i.e. parking in standard car parking bays is not permitted).

Blue Badge Scheme

4.13. Staff who hold a valid Blue Badge may apply for a University issued Blue Badge Holder Permit and may park during Peak or Off-Peak Hours free of charge, provided that they also display their Council Blue Badge.

Medical Permits

4.14. Where Staff present a medical reason why they need a Permit (but are not Blue Badge holders) they are able to apply for a Medical Permit (a Permit fee may be applicable, contact Transport Services in the first instance), via the NexusPlatform, with validation of their medical requirements from a Line Manager and/or be referred to the University’s Occupational Health services for assessment. If Occupational Health supports their application then the User may apply for a Medical Permit.

4.15. Medical Permit holders are not permitted to park in the Accessible Bays.

4.16. Medical Permit holders are subject to the applicable Charge.

Permit Fees and Charges

4.17. The annual Permit Fee is £24.86 (including for motorcycles).

4.18. By proceeding with your application for a Permit, you are agreeing to provide GroupNexus with your current job title, grade and spine point. The University reserves the right to carry out an audit to check the accuracy of all the information you provide during the duration of your Permit.

4.19. If Permit holders have more than one paid position within the University, their application must be made based on the role with the highest spine point. The exception is when a staff member is a live-in Hall Warden, who pay the Hall Warden Permit fee.

Parking Charges

Staff Permit holders – Peak Hours parking charges

Electric Vehicles

4.20. Electric vehicles are subject to the same rules as for other vehicles (i.e. they must have a valid permit) but are able to recharge at the University’s charge points (subject to availability). The EV bays are reserved for EVs actively charging before 9.30am, Monday to Friday. EV bays not occupied by 9.30am can be used by any vehicle with a valid parking permit. EV charging sessions must be paid for in addition to the daily parking fee. 

5.0 Permits for students

Swindon only

5.1. Students may apply for a Permit for the Swindon campus. The Exclusion Zone for Swindon is a 45 minute public transport journey.

5.2. Swindon Student Permit holders can add two vehicle registrations to their account, both on the NexusPlatform and in the Trust App. You do not need to notify NexusPlatform or the Trust App which vehicle you intend to drive to campus on a particular day. Both vehicles must be associated with the named permit holder. You must not add another staff member or student’s vehicle to your permit as a second vehicle. Only one vehicle may be parked at any one time.

Other locations

5.3. Students in University Halls of Residence are not entitled to apply for a Permit unless they are a Blue Badge holder, have a Blue Badge pending (eligible for a Temporary Accessible Permit), have a demonstrable medical condition that requires them to park (Medical Permit) or are enrolled on a PGCE at Paul Kent Halls or BA in Primary Teacher Education at Crescent Halls course.

Blue Badge Scheme

5.4. Students who hold a valid Blue Badge may apply for a University issued Blue Badge Holder Permit. This Permit is available via the NexusPlatform and is free of charge. Users holding a Blue Badge Holder Permit may park in the Accessible Bays and are exempt from the Charge at all times. If parking in Accessible Bays, users must pay display their Blue Badge on the windscreen/dashboard of their vehicle.

Temporary Accessible and Medical Permits

5.5. Where a Student’s application (on medical grounds) has been approved by the Inclusive Support Services team, a Temporary Accessible (pending Blue Badge) Permit or Medical Permit will be issued.

5.6. Medical Permit holders:

5.6.1. are not permitted to park in the Accessible Bays; and

5.6.2. must pay the applicable Charge, save when they reside in a Halls of Residence and they are parking in those halls.

5.7. Temporary Accessible Permit holders:

5.7.1. are permitted to park in Accessible Bays where approved by the Inclusive Support Services team; and

5.7.2. do not have to pay the applicable Charge.

Student Hall Wardens

5.8. Hall Wardens may apply for a Permit to park at the hall of residence where they reside only and will be exempt from the Charge for that Site only.

Electric Vehicles

5.9. See 4.20.

Motorcycle Permits

5.10. All Students can apply for a Permit for a motorcycle as the Exclusion Zone does not apply, however, they are exempt from the applicable Charge. The University asks you to park your motorcycle considerately in the designated motorcycle areas.

5.11. Please note that motorcycles may receive a Parking Charge Notice if they are not parked within designated motorcycle areas (i.e. parking in standard car parking bays is not permitted).

Permit fee and parking charges

5.12. The annual Permit Fee is £24.86 (including for motorcycle) with the exception of student permit holders at Swindon, who pay £10.36.

5.13. The following Permit types are exempt from the annual Permit Fee: Blue Badge, Medical, Temporary Accessible and Halls Wardens.

5.14. Daily Charges apply to all Permit holders with the exception of the following student permit types which are exempt from daily Charges: Blue Badge holders, Temporary Accessible , Wardens, PGCE and BA in Primary Teacher Education permits.

5.15. Student Wardens, PCGCE and BA in Primary Teacher Education Permit holders can only register up to one vehicle on these Permit types.

5.16. Charges apply during ‘peak hours’ with these being between 7.00am and 5.00pm, Monday to Friday, all year round.

Student Permit holders – Peak Hours parking charges

6.0 Brookes Sport

6.1. Users who hold a membership of Brookes Sport are eligible to apply for a Sport & Leisure Permit. This Permit is only valid whilst the individual remains a Member of Brookes Sport and is restricted to Off-Peak Hours.

6.2. Brookes Sport Permit parking availability:

■ Headington Hill Hall – Off-Peak Hours only

■ Clive Booth Student Village (overflow parking) - Off-Peak Hours only

6.3. Staff and Students are not eligible for a Sport & Leisure Permit.

6.4. During Off-Peak Hours Users may park on Site to visit Brookes Sport, subject to payment of the applicable Charge.

6.5. The University reserves the right to close car parking on strategic event days e.g. Open Days.

Sports Practitioners permit

6.6. Sports Practitioners may apply for a Sports Practitioners Permit. The Permit is only valid whilst the individual is listed as a Brookes Sport Practitioner and should only be used for the purpose of fulfilling this commitment. Oxford Brookes students and staff are not permitted to apply for this type of permit.

6.7. The standard application fee applies to this Permit type.

6.8. During Peak Hours, parking will be charged at the rate of an Oxford Brookes member of staff on Spine Point 24-30.

6.9. The Sports Practitioner Permit will only give access to Headington Hill and Headington Sports Centre car parks.

Blue Badge Scheme

6.10. Brookes Sports Members who hold a valid Blue Badge may apply for a University issued Blue Badge Holder Permit free of charge. Users holding a Blue Badge Holder Permit may park in the Accessible Bays during Peak and Off-Peak Hours and are exempt from the Charge at all times.

7.0 Public parking

7.1. Members of the public are welcome to park at the Sites during Off-Peak Hours.

7.2. These Users do not need a Permit but they must pay the applicable Charge (see 8.9).

7.3. If parking in Accessible Bays, users must pay the applicable Charge and display their Blue Badge on the windscreen/dashboard of their vehicle.

8.0 Pre-booked Visitor and Events parking

8.1. University staff must not book visitor parking to facilitate personal travel to campus (to avoid the need for a permit or to avoid parking charges or for any other reason). Staff who are found to book visitor parking spaces for their personal use will face disciplinary proceedings.

8.2. During Peak Hours, visitors requiring parking on campus (for Marston Road see below) will need a parking space pre-booked for them by a member of staff. Bookings should be made in advance via the Visitor Parking Portal.

8.3. Accessible car parking spaces cannot be booked but are offered on a first come, first served basis. Blue Badge permits will need to be clearly displayed on the windscreen/dashboard of your vehicle at all times.

8.4. At the Marston Road site, all Visitors parking in the Visitor and Accessible car park must have a valid permit to park (arranged through the pre-booked Visitor Parking Portal or in advance by the Member of staff making the booking).

8.5. For external visitors University staff can request up to 9 visitor parking spaces per day through the Visitor Parking Portal (subject to availability). Any request for external visitor parking for ten or more spaces is defined as an Event.

8.6. Events parking requests should be submitted to facilities-headington@brookes.ac.uk with a minimum of two weeks' notice for consideration. Term‑time weekday events will be accommodated in Gipsy Lane visitor car park where capacity allows; otherwise, Event organisers must direct visitors to Thornhill Park & Ride.

8.7. University staff can request pre-booked parking for visitors attending Events if they are core event facilitators/speakers. Bookings should be made in advance via the Visitor Parking Portal.

8.8. Guests attending weekend/off‑peak Events on campus will need to utilise Non-permit holder off-peak parking arrangements and pay for their parking, with the exception of major strategic University events (e.g. Open Days, Offer Holder Days etc.).

Non-permit holders (including members of the public) – Off-Peak Hours

8.9. The following charges apply for non-permit holders parking between the hours of 1701 and 0659.

9.0 Comments and questions

9.1. If you have any queries regarding these Parking Terms and Conditions or any other matters relating to parking, please direct them to the University’s Transport team at transport@brookes.ac.uk.

9.2. For any appeals or questions relating to PCNs, please see section 10 and 11, and any details provided on the PCN.

10.0 Enforcement process

10.1. The following enforcement policies will be followed in the event of any person not parking in compliance with these car parking Terms and Conditions.

10.2. Any person parking during Peak Hours (0700 - 1700, Monday to Friday) without a valid Permit for the location at which they are parked may be issued with a Parking Charge Notice (PCN).

10.3. Once a User leaves a car park, their parking session ends and they have 48 hours to make payment via the Trust Parking App.

10.4. Any User that fails to pay the applicable Charge for their parking session within 48 hours of leaving the car park may result in a Parking Charge Notice (PCN) being issued. Permit holders have a range of payment options as communicated on the University parking pages.

10.5. Users who choose the auto-pay mechanism for payment have a responsibility to ensure the full payment is taken within 48 hours. It is the User’s responsibility to ensure the card linked to their account is capable of payment of the Charge, including a fully authenticated and current payment card.

10.6. Any other contraventions (not permit or payment related) of the University’s Parking Terms & Conditions may result in a PCN being issued to the vehicle.

10.7. Please be advised that PCNs are not issued or managed by the University, but by GroupNexus, who have been contracted to operate the University’s car parks.

11.0 Appeals process

11.1. There is an appeals process for Users wishing to appeal their Parking Charge Notice.

11.2. Contact details and the procedure on how to appeal against the PCN will be printed clearly on the reverse of each Parking Charge Notice and on the signs on Site.

11.3. If the appeal is rejected, then a Notice of Rejection is sent to the User. The Notice contains full instructions of the options that are open to the User. Users can appeal the Notice further with Parking on Private Land Appeals (POPLA) with details available on the POPLA website. and a verification code will be provided for that purpose. The verification code will be valid for 28 days from issue. 

12.0 Definitions

In these Terms and Conditions, the following words and expressions shall have the meaning set out below unless the context requires otherwise:

Accessible Bay means Bays reserved for Users who hold both a University issued Blue Badge Holder Permit and a valid Blue Badge.

ANPR means Automatic Number Plate Recognition cameras installed at the entrance / exit to car parks across the University sites, that capture vehicles entering and exiting for the purposes of determining the applicable Charge.

Auto-pay means the mechanism by which Users can automatically pay the applicable Charge with their chosen payment card, via the Trust Park App. Their card is debited the applicable Charge when they leave the car park at the end of their parking session.

Bay means a designated parking space which is clearly marked by road line markings and Bays means any one or more such spaces.

Blue Badge means the national blue badge scheme administered by local councils.

Charge means the applicable fee that is payable by the User in order to park at a Site for the duration of their stay.

CP Plus means CP Plus Limited trading as GroupNexus, trading as a company registered in England under company number 2595379 and having its registered office at Jack Straws Castle, 12 North End Way, London, NW3 7ES.

Eligibility means the opportunity to apply for a permit, subject to specific conditions.

Electric Vehicle (EV) charging bay, reserved for EVs actively charging before 9.30am, Monday to Friday.

Exclusion Zone means the area around specific Sites, whereby Staff and/or Students who live within the zone are not entitled to apply for certain types of Permit.

Exemption list means a list of vehicles which require an exemption permit to park and are exempt from Charges.

GroupNexus – see CP Plus.

NexusPlatform means the portal (software) used by GroupNexus, through which Staff and Students apply for, and manage, a permit.

Off-Peak Hours means between the hours of 17.01hrs and 06.59hrs Monday to Friday and all day at weekends and on Public and Bank Holidays in England and Wales, but does not include University Concessionary Days.

Parking Charge Notice or PCN means a charge issued to Users who fail to comply with these Terms and Conditions.

Peak Hours means between the hours of 07.00hrs and 17.00hrs Monday to Fridays.

Permit means a parking permit that is valid for the Site at which the User has parked.

Permit Fee means the administration fee that successful applicants must pay when registering their permit on the NexusPlatform.

Site means any campus or other premises under the control of the University having a car park available for Users.

Staff means an employee of the University, affiliate staff, staff of affiliate organisations who are paid to work on campus, and those contracted to work at the University (e.g. cleaning staff and security staff).

Student means a student who is enrolled on a programme of study at the University.

Threshold Score means the minimum score set by the University which a Staff member must achieve to be awarded a permit.

Trust Park App means the phone application used by GroupNexus to manage payment of daily parking Charges.

University means Oxford Brookes University of Headington Campus, Gipsy Lane, Oxford OX3 0BP.

User means any individual holding a Permit and/or choosing to park at a Site.

VRM means Vehicle Registration Mark (also known as a vehicle’s number plate).
