Enforcement and fines

  • Cost of Cancellations: Cancelling Penalty Charge Notices (PCN) costs the University money. Now that the University's car parking management system has been in place for over a year, a stricter approach is being adopted from the 2025/26 academic year and discretionary cancellations will be significantly reduced.
  • PCNs: If you receive a PCN, you must appeal directly to Group Nexus in the first instance. Please do not contact the University to cancel it before going through the official appeal process.
  • Appeal tips: To expedite the appeal process, ensure you provide clear supporting evidence (e.g. screenshots, proof of payment) at the point of appeal. Incomplete appeals may be delayed or rejected. If the evidence is provided in the first instance it is quicker and easier for the appeals team and, most importantly, the appellant.
  • Extended stays: If you are staying on site longer than usual, or overnight, open the Trust App before you leave to check your session and ensure payment is correct. If over £30, you will need to make a manual payment before leaving.
  • Autopay limit: Autopay only works for parking sessions under £30. If you are parking for an extended period, check your Trust App before leaving to confirm the tariff and pay manually if needed.
  • Monthly checks: We strongly recommend you check your Trust App every payday to ensure your payment details and vehicle registration are up to date. Outdated information may result in failed payments and PCNs.
  • Responsibility: It is your responsibility to comply with all parking terms displayed on-site and within the University parking policies. Failure to do so may result in a PCN.

Please be advised that PCNs are not issued or managed by the University, but by GroupNexus, who have been contracted to operate the University’s car parks.

If a vehicle is found to be parking in a manner that contravenes the University's Parking Terms and Conditions, they will be issued with Parking Charge Notice (PCN), either on the window of their vehicle or by post. ANPR cameras have been introduced to assist this process.

You have 14 days to pay the PCN. The cost is £40.00. If not paid within 14 days, the charge increases to £80.00.

If you think there are reasons you should not have received a parking charge or it should be sent to someone else, you can appeal in the following ways:

  • Online:  Appealing online with Nexus rather than by post is the best way to ensure that your charge is put on hold immediately and you will receive instant confirmation; it will also mean GroupNexus can deal with your appeal more quickly.
  • By post: Alternatively, you can submit a written appeal within 28 days to: GroupNexus Appeals Dept, PO Box 1750, Northampton, NN1 9PN.

You will need to include: 

  • the parking charge reference number (shown at the top of your letter)

  • the vehicle registration number 

  • a clear explanation of the reasons why you think you should not have to pay the charge. 

GroupNexus will not take any further action until they have replied to your appeal.

They aim to write back to you within 10 working days, but certainly no more than 28 days after your appeal has been received. You need to choose whether to pay or appeal, you should not do both.

If your appeal is rejected, you will have another 14 days to pay at the reduced rate and you will be sent details of the independent appeals service, POPLA. If you decide to appeal through POPLA and your appeal is unsuccessful then you will lose the opportunity to pay the charge at the reduced rate. POPLA will not accept an appeal if you have not appealed to GroupNexus in the first instance.
